dc.description.abstractThis study looks at the prospects, challenges, and tactical approaches related to the development and deployment of e-governance technologies in Ethiopia's Tigray Regional State. The main goal is to examine how e-government projects might improve public institutions' efficiency, transparency, and service delivery while also identifying the main obstacles to successful adoption. The study combined quantitative and qualitative methodologies in a mixed research methodology. Using questionnaires, interviews and observation, information was gathered from 259 respondents in six regional bureaus: Finance, Education, Civil Service, Trade and Industry, Revenue Development, and ICT Agency. The results showed that there are several potential advantages to e-governance, including transparency, better public access to services, increased efficiency, and improved data management. However, implementation remains constrained by multiple challenges, such as inadequate ICT infrastructure, limited digital literacy, insufficient financial capacity, weak legal frameworks, and low government attention to e-governance initiatives. Moreover, limited technical expertise and resistance to change among employees were found to further impede progress. To overcome these challenges, the study recommends prioritizing capacity building through continuous ICT training, strengthening digital infrastructure, increasing budget allocation, enhancing legal and policy frameworks, and fostering public awareness. The findings emphasize that sustainable e-government development in Tigray requires an integrated approach combining political commitment, institutional readiness, and technological advancement. This research contributes to the broader understanding of digital governance in post-conflict contexts and provides evidence-based recommendations for policymakers and practitioners aiming to promote inclusive and efficient public service delivery through e-government transformation.
